An Online Enrollment System was proposed for the enhancement of the current enrollment system of Bulacan Polytechnic College (BPC). The study aimed at creating a system that would provide another option for enrolling and that would compensate for the school’s lack of manpower and time-consuming system. The system contains stores information such as class schedules, pre-requisites, subject and other data needed in the system. The proposed system caters to old, freshmen, transferees and shiftees with the following services: subject evaluation, add and update profile. The system lessens the enrollment time, speeds up file management, and minimizes inaccuracies and errors. Thesis Project Description The study aimed at creating a system that would provide another option for enrolling and that would compensate for the school’s lack of manpower and time – consuming system. The study sought to develop an Online Enrollment System that would enables the students, faculty, and administrators of the institution to gain access to the proposed system via client computer and to synthesize the different function and solutions needed for the current enrollment system with the proposed system by constantly evaluating and revising the prototype to meet the requirements of the institution. Background of the Project The Bulacan Polytechnic College (BPC) was originally known as the Bulacan Public Community College (BPCC). It was established upon the approval of the Secretary of the Education on June 8, 1971 and started operations in 1972. The approval came under the leadership of Governor Ignacio (Nacing) Santiago and the principal of Marcelo H. Del Pilar High School (MHPHS) Miss. Juana E. Ladia, who took the roles as the first school administrator. On September 29, 1997 by virtue of the Sangguniang Panlalawigan Resolution Number 97 – 550, the Provincial Government of Bulacan changed the name of BPCC to the Bulacan Polytechnic College (BPC) and the same time approved its Charter to provide vocational and technical instruction, and entrepreneurship education. Enrollment continued to increase. The quality of instruction improved dramatically, which can be attributed to the enhanced capabilities of the instructors, improved facilities and library holdings, and modified curriculum. For an institution that has the resolute desire to promote quality education, the never – ending search for excellence becomes the primary aim. The thrust of the institution is to edify and empower the learners with the vocational and technical skills to make them economically self – sufficient and creatively responsive to the needs in a true environment they live. Current system Old and new students need to fill up application forms like pre-enrollment Forms, and will input validated ID and registration forms to the department of enrollment officers. The current enrollment system needs that information to process the enrollment of the students. Then, the system will generate validated ID number and registration forms and will also generate the official enrollment form to the enrollees. On the administrator side, the current system will generate student master list of a specific schedule to the faculty assigned. Today, there are thousands of Americans flooding our legal system because of petty marijuana charges, costing taxpayers millions of dollars. We know that it helps cancer and aids patients live a much more comfortable life because of the properties it holds. If it is a â€Å"Gateway Drug† then it is because of how it has to be obtained, on the street where drug dealers would be happy for you to try there other dangerous products such as crack and heroin. If compared to the legal drugs, alcohol and tobacco, and their risks, Marijuana seems like a â€Å"Walk in the Park†. At least it could make for a nice enjoyable one. Depending upon whose report, or whose assessment you accept, there were between two and five percent of the entire adult population of the United States addicted to drugs in 1900 (Whitebread, 1995). You can imagine that there was some worry. Most of these addictions involved morphine and it’s derivatives, being used for legitimate medical practices. What happened is, Marijuana being a relatively unknown substance in the early 1900’s, got mixed up in the problems America was having with Morphine, Alcohol and even Cocaine. At the time there had not been any studies or anything of the like, to prove that Marijuana was a harmful substance, but there was racial prejudice and fear of substitution. In the 1930’s Marijuana was very new to the national scene yet some states prohibited it along with narcotics and alcohol that were prohibited nationally. Why? Unfortunately racial prejudice played a major roll in making Marijuana an â€Å"evil weed†. Increases in Mexican immigration at the turn of the century brought on sizeable Mexican-American minorities in the western states and these people were thought to become criminals when they ate â€Å"the killer weed† (Bonnie, Whitebread 2005). Another stumbling block is marijuana has is its reference to being â€Å"The Gateway Drug†. This term means that if you try Marijuana you are going to use other more dangerous drugs. It may be true that individuals that use Marijuana, at some time, turn to harder drugs, but why. Could it be that because it cannot be purchased in a corner store, individuals are forced to the streets and introduced to harder drugs by the dealers? There is not something in Marijuana that causes someone to crave cocaine. â€Å"Marijuana is the most popular illegal drug in the United States today. Therefore, people who have used less poplar drugs such as heroin, cocaine, LSD, are likely to have used Marijuana (Dr. Zimmer Dr. , 1997). This term is a scare tactic and works well. If Marijuana is looked at as being a gateway drug, what about alcohol and tobacco. There should be less emphasis on the drugs themselves and more to what factors shape a persons behavior. More time should be spent, for example, on parenting skills and a child’s environment. This is where the prevention of true drug abuse should start. If Americans as a whole cannot agree that Marijuana should be legal to possess and use by responsible adults, then we need to, at the very least make it legal for medical purposes. Many Americans that suffer from AIDS and cancer can benefit from this drug. It helps with anything from loss of appetite to the relief of pain. Why would we want to keep a drug illegal that is known to make peoples lives more bearable? The Drug Enforcement Agency’s (DEA) own Administrative Law Judge, the honorable Francis Young, stated in 1998, â€Å"Marijuana is the safest therapeutically active substance known to man†¦Ã¢â‚¬  He went on to say, â€Å"The evidence clearly shows that marijuana is capable of relieving the distress of great numbers of very ill people, and doing so with safety under medical supervision†¦it would be unreasonable, arbitrary and capricious for the DEA to continue to stand between those sufferers and the benefits of this substance (Carter G. T. MD; Mirken B. 2006). It is fact that Marijuana smoke contains many of the same toxins that cigarette smoke does. However, the adverse effects of marijuana use are within the range of effects tolerated for other medications (Joy J. E. , Watson, S. J. Jr. Benson J. A. Jr. , 1999). New studies are showing that THC, the key compound in marijuana, may also be the key to new drugs for Alzheimer’s disease, because it blocks the formation of brain-clogging plaques better than current Alzheimer’s drugs (DeNoon, 2006). This study is nowhere near it’s final stages but so far the findings are incredible. It was found that THC blocked an enzyme named acetylcholinesterase, which speeds the formation of amyloid plaque in the brains of people with Alzheimer’s (DeNoon, 2006). When compared to the Alzheimer drugs Cognex and Aricept, which were tested at double the concentration of THC, Aricept blocked plaque at only 22% and Cognex blocked plaque at only 7% as well as THC. That study is sounding good so far. We really don’t have that far to go with other studies to show that Marijuana has great health benefits. In fact we should be about finished after decades of study. It seems as though one major negative influence in the complete legalization of marijuana is the FDA itself that as recently as April 20, 2006 claimed that â€Å"no sound studies† support the medical use of marijuana contradicting a very large amount of scientific literature (Carter, Mirken 2006). Politics I tell you, politics. What else could it be? In actuality, thank goodness, there are states in the U. S. that have already made this bold and humane move of legalizing medical marijuana. â€Å"Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process (2004). What happens if we don’t? I can tell you. We will continue to fill our legal system with petty misdemeanors that cost taxpayers billions of dollars a year. Since 1990 the war on drugs has made its primary focus on low-level marijuana offences. This is probably due to ease of arrest. There is a decent bit of our population that enjoys marijuana. If there is an easy way to get numbers up and make the war on drugs look like it is actually making a difference than that would be the way to do it. There were nearly 700,000 arrests for marijuana in 2002 and only 1 in 8 resulted in a felony conviction, which translates to roughly four billion dollars per year for petty marijuana offenses alone (King Mauer M, 2006). It is truly a waste of money and police allocation to still concentrate on this plant called marijuana. Caught up in politics, discrimination and the bashing by the uninformed, marijuana has really had a bad rap since the beginning of the 20th century. If there are drugs such as alcohol and tobacco considered legal, taxed and regulated, there is absolutely no reason marijuana should not be handled in the same way. I must say that I in no way condone under age drug use, to include all drugs. I do condone a responsible adult being able to enjoy a joint of this wonderful plant created by nature itself. Even President Clinton enjoyed a puff, although he might have enjoyed it more if he had inhaled. I also believe that marijuana as a medicine is by far, more safe than most of our â€Å"over the counter† meds, to include one of our favorite liver destroyers, Tylenol. There are mounds and mounds of evidence that prove marijuana to make life much more bearable for AIDS and cancer patients. Please pull marijuana out from under the blanket of lies that keep it from being some help and relief to society. Relieve some of the costs it incurs within our legal system. Tax it and make more money available possibly for some real education on the destruction of drug addiction. Regulate it so a person who wants to smoke it, knows exactly what they are getting. Most important, take it out of the hands of drug cartel that become millionaires, kill and take advantage of countries with little money. Legalize it! Legalize It! Decriminalize It!

Racial Discrimination in the Criminal Justice System Racial conflict is defined as societal controversies related to variances in ethnic, cultural, or national affiliation. Specifically, racial conflict is the result of one dominant cultures control of differing cultures through economics, politics, social policy, and law. In the U.S. juvenile and criminal justice systems, the term racial conflict can be used to refer to discriminatory practices by those who work in the juvenile and criminal justice systems against minority persons (Akers Sellers, 2004). Recent literature expanding the racial conflict concern to include U.S. policy, murder as the result of identity internalizations, and merchant-consumer relationships is not discussed here (Walker et al., 2004). Instead, this paper examines the literature depicting racial conflict as a systemic and controversial topic in the juvenile and criminal justice systems. Body Historical accounts of violent racial conflict have existed since before the 1800s and up to the present day. Likewise, the relationship between racial conflict, crime, and minority processing has been examined (Baldus, Woodworth, 1998). In addition to its explaining why some people commit crime, racial conflict has also been linked to disparate decision-making practices at both the arrest and the punishment stages for ethnic minorities. Specifically, African American males represent the most prevalent minority group at each of these stages. Empirical findings show that disproportionate minority confinement exists partly as the result of police discretion to arrest. Accordingly, minorities, particularly African Americans, find themselves at a disadvantage in the criminal justice system. Recent accounts of racial conflict in the criminal justice system came to the fore during the 1992 riots after a verdict of not guilty was returned for the officers involved in the Rodney King incident in Los Angeles, California. More recently, in 2005, racial conflict was linked to the governments response and policies after Hurricane Katrina in New orleans, Louisiana (Spohn, 2002). Specifically, victims of this natural disaster were outraged at the lack of governmental support and the assignment of the label refugee to American survivors in this largely minority populated area. To some, the use of the term refugee was symbolic of the perception that the survivors were outsiders to begin with. This was seized on by the national media, and the survivors were quickly recast as evacuees. Similar to disparities in the adult justice system, minority disparities in the juvenile justice system exist. Specifically, African American youth, similar to their adult counterparts, are disproportionately represented throughout the system. on one hand, criminologists argue that ethnic and racial minorities commit more crimes than their White counterparts and thereby have greater representation in the system. on the other hand, criminologists and sociologists argue that racial conflict in American society acts interchangeably with the law as a method to control minority power. Thus, as a result, disparities are found in arrest, charge, and confinement of African American youth when compared to White youth who commit the same serious and violent criminal acts. The larger implication here is consistent with the belief that racial conflict is supported and maintained by actors in the juvenile and criminal justice systems (Walker et al., 2004). Racial Conflict and Justice Research on the relationship between racial conflict and crime commission has examined interracial killings, economic and power competition, and disparities within the criminal justice system (Zatz, 2000). Racial conflict has been linked to delinquent behavior by juveniles and has been linked to school violence, juvenile homicide, gangs, theft, and other serious and violent crimes. one of the more engrossing questions facing criminologists and indeed our nation is whether the two justice systems are impartial. Criminologists have studied the relationship between judicial processes and discrimination, and some evidence suggests that ethnic minorities are overrepresented at arrest and, when compared to White offenders, are punished more severely. Similar results were found in examinations of pretrial processes where racial injustices in jury selection and judge bias against minorities were present. Whether or not African Americans and other ethnic minorities are overrepresented in the criminal justice system is not a question here, as official data provide a clear depiction of this disparity (Spohn, 2002). The concern here is, however, focused on why racial disparities continue to exist in the juvenile and criminal justice systems. The existence of conflicts between police and racial/ethnic minorities has historically been related to riots that are often the result of racial conflict. Many researchers argue that juvenile and adult processing of ethnic minorities as the result of racial conflict continues and is maintained by the continuous cycle of analyses, recommendations, and inaction that have resulted in ineffective identification and reduction of racial disparities. Contrary to this argument, other researchers point out that racial disparities exist largely as the result of serious and violent offending patterns of ethnic minorities. Conclusion The literature is filled with options for reducing racial conflict in the criminal justice system. The argument is made that to effectively address racial conflict, research should be conducted at each stage of processing so as to increase the level of accountability of officials and agencies within jurisdictions where racial disparities continue to exist. others stipulate that researchers must identify the problem, change and create policies that effectively address the real concerns, and implement and fund programs dependent upon evaluative measures. At the theoretical level, many criminologists recognize that extensive changes within both the juvenile and the criminal justice systems are needed to address prejudices in the system that exist as the result of policies and practices. Hence, the argument of racial conflict and discrimination in the criminal justice system remains unresolved. Conflict theorists believe racial conflict is the reason for minority differences in criminal and even juvenile justice processing. Even so, differing arguments are presented stipulating that the empirical nature of racism is not measurable and thus is questionable. While there are two dominant opinions, it remains evident that many researchers hold the view that racial disparities as the result of racial conflict continue to exist and should be addressed in juvenile and criminal justice processing.

Written Word Used as Propaganda The Narrative of the Life of Frederick Douglass, an American Slave is an account of Frederick Douglass’ life written in a very detached and objective tone. One might find this normal for a historical account of the events of someone’s life if not for the fact that the narrative was written by Frederick Douglass himself. Frederick Douglass used this tone purposefully in an attempt to use his narrative as propaganda to convince others to join in the abolitionist’s movement. According to Donna Woolfolk Cross in â€Å"Propaganda: How not to be Bamboozled,† propaganda is â€Å"simply a means of persuasion† (149). She further notes that we are subjected daily to propaganda in one form or another as advertisers, politicians, and even our friends attempt to persuade us to use their product, vote for them, or adopt their point of view. Propaganda is usually considered in a negative sense. However, when viewing propaganda as just persuasion, one can readily appreciate that it is neither good nor evil; the good/evil effect is the direct result of the purpose for which it is used. Politicians and leaders have used propaganda to further their goals; Hitler’s use of propaganda as a means of controlling the population of Germany is the most recognizable example of propaganda used for evil. Martin Luther King’s â€Å"I Have a Dream† speech, in which he urges non-violent resistance in the cause of racial equality, portrays persuasion used with good intentions. Although speeches are highly effective at delivering ideas, the written word can be even more influential. In the early days of America, literature was used extensively as a means of persuasion. As early as 1589 Richard Hakluyt published stories in a book he wrote for the sole purpose of persuading people to sail to America and settle land. These stories which were told to Hakluyt by captains and sailors appeared to be straightforward and narrative, however Hakluyt edited each piece so that he was able to successfully persuade the people who read his stories to sail to America and settle the land thus securing critical natural resources for England. Such was the goal with the Narrative of the Life of Frederick Douglass, an American Slave. Douglass’ objective was to appeal to the middle-class people of that time and persuade them to join in the movement. Although the Narrative was ostensibly written to prove that Douglass had actually been a slave, Douglass, working for the abolitionist group headed by William Lloyd Garrison, wrote for a specific audience: white Puritan Christians whom the abolitionists hoped to convert to their way of thinking. Thus, what began as a telling of his life experiences evolved into a tool of persuasion. As with all propaganda, Douglass’ Narrative contains certain elements that appeal to the emotions of the reader. Douglass’ writing style was descriptive as well as convincing. This emotional hold allows the writer to sway the opinion of the reader. His horrific details of the time, helped him grasp the attention of the women who he hoped in turn would convince their husbands to help, by donating money and eventually ending slavery. He used his words effectively in convincing the readers that the slave owners were inhuman and showed how they had no feelings for other human beings as evident when he wrote: ‘The louder she screamed the harder he whipped; and where the blood ran fastest, there he whipped longest† (Douglass25). Although a self-taught writer and orator, Douglass makes use of sophisticated elements of persuasive writing. Simultaneously, he chooses these events for how they will affect the Northern audience’s opinion of Southern slaveholders. Considering the fact that this was written during the height of the abolition movement the novel had to be effective in order to advance the success of the movement. The distant tone was effective because if Douglass had written with an impassioned tone, readers would have noticed it and simply wrote it off as a biased work, unable to see the issue from both sides. Through personal anecdotes, Douglass draws an accurate picture of slave life. Douglass also shows that slavery was not a constant source of pain and suffering: â€Å"I was not old enough to work in the fields, and there being little else than field work to do, I had a great deal of leisure time,† (Douglass 71). This is effective in proving his point because it allows him to show the whole of slavery and not be biased in his views. Douglass uses family relationships, starting with his own birth, to gain the compassion of his target audience. â€Å"Frequently, before the child has reached its twelfth month, its mother is taken from it, and hired out on some farm a considerable distance off, and the child is placed under the care of an old woman, too old for field labor† (749). Douglass mentions this particular anecdote to specifically capture the compassion of his targeted audience; white women. In Douglass’ autobiography however, the elements alone do not prove his intent to write for any reason other than to prove his background as a slave and defend his credibility against the critics of the abolitionists that charge that Douglass could never have been born a slave as he claimed (McKivigan 18). The most convincing argument for the contention that this was written as propaganda is the manner in which the persuasive elements are used. The body of the narrative is written in a simple and straightforward manner; the story is told quite matter-of-factly, even the horrific scenes of the cruel beatings and killings of slaves. This lack of histrionics is true even when the targets of the overseers’ whips are Douglass’ own family members. Yet, when Douglass speaks of Southern Christianity defending slavery, he works himself into a fury of emotion and uses the more obvious elements of propaganda. When he writes of the religious practices and hypocrisy of the same slaveholders, he again reverts to persuasive rhetoric. Some chapters are genuine throughout, while others contain much propaganda. One segment in particular, that having to do with the fate of his grandmother, is written in a style that is not consistent with the rest of the book. Rather, extremely histrionic, in which the believable, factual Douglass disappears, and is replaced by someone writing solely for effect â€Å"My dear old grandmother, whom you turned out like an old horse to die in the woods-is she still alive?.. Send me my grandmother! † (Preston 167). It appears that Frederick Douglass did begin his autobiography with the intention of writing his story in a realistic manner; the basic narrative bears that out. But in the course of writing his intent strayed, and he became aware of the power that could be unleashed by inflaming the emotions of readers. In the beginning of Don Quixote, the reader is introduced to a man engulfed in chivalric books, who soon loses his mind in the stories of knighthood. Don Quixote is labeled as an insane man by the narrator who soon proves this statement through Don Quixote’s delusions and eccentric behaviors. As the narrator describes the delusions, the narrator’s tone is overly mocking towards Don Quixote’s delusional acts.However, ignoring the narrator’s mocking tone, Don Quixote’s foolish acts can be judged reasonable by comparing Don Quixote’s delusions to the actual situation. In Cervantes’ Don Quixote, Don Quixote is portrayed as a delusional person with a tendency of expressing eccentric behaviors; however, Don Quixote’s delusions can be judged reasonable if the audience looks at the acts of Don Quixote as a childish and immature approach to regarding things in life.There are three types of delusions and eccentric behaviors shown by Don Quixote that can be seen as reasonable: delusions and eccentric behaviors connected with concrete objects, coincidental situations, and in situations where Don Quixote admits his madness and tries to explain his own supposed madness. The most commonly mentioned scene of Don Quixote is when Don Quixote has delusions about windmills being giants. Delusions and eccentric behaviors connected with concrete objects happen as Don Quixote sees some concrete objects as slightly different objects.This pattern is seen when Don Quixote interprets windmills as giants. â€Å"thirty or forty of the windmills [†¦] thirty or more enormous giants† (Cervantes 58). The audience may perceive Don Quixote as insane because he confuses two similar objects. The massive windmills’ blades are similar to the massive giants’ arms and the trunk of the windmill is similar to a giants’ body. Don Quixote’s childish actions are analogous to those of a child identifying a beautiful woman in an elegant dress as a princess.An image of a giant is conjured when thinking of a windmill because they are so similar in appearance; therefore, an image of a princess can be conjured when seeing a beautiful woman and dress. Don Quixote also perceives a barber’s basin to be a helmet. â€Å"Do you know what I imagine Sancho? This famous piece of the enchanted helmet [†¦] resembles a barber’s basin as you say,† (Cervantes 155). To turn a basin upside down creates an object similar to a helmet. The reader can compare Don Quixote’s ridiculous actions to the behavior of children as they have swordfights with sticks.Don Quixote, seemingly childish and naive, can nonetheless be judged reasonable because in both the windmill scene and the basin scene, the two objects being compared had similar qu alities and were seen from a childish perspective. Don Quixote also had delusions on fortuitous situations. Don Quixote’s delusional behaviors on coincidental situations can be judged reasonable because they are spontaneous. The delusions of Don Quixote are similar to the delusions that â€Å"normal† people would have. Well, [the cloud of dust] conceals a vast army, composed of innumerable and diverse peoples, which is marching toward us,† (Cervantes 126). A cloud of dust could hide anything from a small pin to a immense army. Therefore, it is reasonable for Don Quixote to believe a vast army is hidden inside the cloud of dust and rampage into the cloud of dust. Don Quixote’s belief on the cloud of dust can be related to the actions of a child as he or she imagines there is a monster underneath their bed. In both situations, Don Quixote and the child are afraid of the unknown hidden from their view.A comparable situation happens as Don Quixote faces with t wo friars and a carriage on one path and has the delusion that the friars are kidnapping a princess in the carriage. â€Å"You wicked and monstrous creatures, instantly unhand the noble princesses you hold captive in that carriage, or else prepare to receive a swift death as just punishment for your evil deeds† (Cervantes 62). Don Quixote can be judged reasonable because his immature, quick assumptions correspond with those of a child as he or she immediately assumes a punishment when their full name is called.A normal adult may not have attacked the friars, but a man with a childish mind would have shown eccentric behavior like Don Quixote. All of these delusions are acceptable if they are pursued to imitate one’s role model. Madness can be conceived if a person’s role model is also considered insane. Don Quixote explains about his insanity as, â€Å"In the same manner, Amadis was the polestar the morning star, [†¦] the one who should be imitated by all o f us who serve under the banner of love and chivalry. This being true, [†¦] that the knight errant who most closely imitates Amadis will be closest to attaining chivalric perfection† (Cervantes 193).Don Quixote realizes that people call him insane; thereupon, he explains that he is merely following in the footsteps of his role model, Amadis. Don Quixote’s guilelessness relates to those of a child as he or she looks up to his or her role model as the child grows up. A related situation happens in Sir Gawain and the Green Knight. â€Å"Said Gawain to the king, ‘If you would, noble lord, Bid me rise from my seat and stand at your side, [†¦] And I have asked you for it first, it should fall to me† (Pearl Poet 246).Gawain is upraising his uncle, King Arthur. Gawain’s honor for King Arthur allows him to imitate King Arthur by asking for the task of beheading the Green Knight. All of Don Quixote’s actions can be assimilated as childish. If Don Quixote’s actions were perceived plainly as childish and immature thought process, the readers can acquire a different definition of chivalry and knighthood from Don Quixote. Chivalry and knighthood is known to be for those that are loyal and brave.However, if Don Quixote’s chivalric, but ridiculous actions were plainly childish actions, chivalry becomes the dream of young children. Chivalry becomes an immature game played by children. Knights would not be the symbol of courage, but the symbol of playfulness and being silly.
